  1. Welcome, call to order, and roll call. (Danny Dawdy)
  2. Introductions of new committee members Dan Neal and Leah Mesches. (Danny Dowdy)
  3. Review and approval of the meeting minutes from the last meeting of the Youth Camp Advisory Committee (October 23, 2019). (Jeff Mantia)
  4. Review of Youth Camp 2019-2020 inspections, licenses issued, compliance actions taken. Draft of proposed penalty matrix, rules update, and addition of FAQs to webpage. (Jeff Mantia and Simone Salloum)
  5. Rule change recommendations for language to be added to rule clarifying “sunscreen is not a prescription medicine” per previous committee meeting action. (Patricia Osborn)
  6. Currently five Committee members term expiration dates are not in compliance with statute, Health and Safety Code Chapter 141 section 141.010(c) and will be revised by a random draw. Per statute, committee members’ terms shall be staggered and shall expire in August of odd numbered years. Remedy will be to randomly select 3 members’ terms to expire August 31, 2021 and two others to expire August 31, 2023. (Jeff Mantia, Simone Salloum)
  7. Review and discussion of “Youth Camp Specialized Activities” (All)
  8. Review and discussion of “Camper on Camper Abuse” and bringing in subject matter expert. (All)

Public Comment: The Department of State Health Services (DSHS) welcomes public comments pertaining to topics related to Texas youth camps. Members of the public who would like to provide public comment are asked to complete a Public Comment Form here.

Members of the public are encouraged to participate in this process by providing written public comment to DSHS by emailing Jeffrey.Mantia@dshs.texas.gov no later than 5:00 pm, Tuesday, September 22, 2020. Please include your name and the organization you are representing, or if you are speaking as a private citizen. Written comments are limited to three minutes and will be read during the meeting for consideration by the Texas Youth Camp Advisory Committee.

If you would like to register to provide oral comments, please mark the correct box on the registration form. Instructions for providing oral comment will be emailed to you with the information about joining the meeting. Registration must be completed no later than 5:00 pm, Thursday, September 22, 2020. Members of the public may also use the Microsoft Teams Live Event Q&A section to submit a request to provide public comment. The request must contain your name and the organization you are representing, or if you are speaking as a private citizen as well as your direct phone number.

Public comment is limited to three minutes. Speakers must state their name, affiliation, and whom they are speaking on behalf of. Public members who are using handouts are asked to provide an electronic copy in accessible pdf format that will be distributed by DSHS staff to committee members, State staff and for public distribution. Handouts are limited to two pages (paper size: 8.5” by 11”, one side only) of documentation. Handouts must be emailed to Jeffrey.Mantia@dshs.texas.gov immediately after registering and include the name of the person who will be commenting. It is not permissible for public speakers to interject or ask questions to committee members during the rest of the meeting.
