  1. Welcome/Call to Order/Introductions of members and staff.
  2. Approval of meeting minutes for the September 14, 2020, Texas School Health Advisory Committee (TSHAC) meeting. *
  3. Presentation to the TSHAC by Dorothy Garza, from Texas Health and Human Services, regarding youth mental health.
  4. Discussion related to draft 19 Texas Administrative Code §102.1031 from the Texas Education Agency. *
  5. Discussion related to Senate Bill 435, 86th Legislative Session, 2019, which amended Education Code, §28.004(c), relating to recommendations by local school health advisory councils regarding opioid addiction and abuse education in public schools.*
  6. Updates to the TSHAC Document Revision Schedule. *
  7. Updates from the Texas Education Agency, Texas Department of Agriculture, and Texas Department of State Health Services.
  8. Scheduling of the next TSHAC meeting and future meeting dates.
  9. Future TSHAC agenda topics and priorities.
  10. Public comment.
  11. Adjournment.

Public Comment: The Department of State Health Services (DSHS) welcomes public comments pertaining to topics related to Texas school health and safety. Members of the public who would like to provide public comment are asked to complete a Public Comment form here. Members of the public who would like to provide written public comment to DSHS may email SchoolHealth@dshs.texas.gov no later than 5:00 pm, Friday, March 26, 2021. Please include your name and the organization you are representing or that you are speaking as a private citizen. Staff will not read written comments aloud during the meeting, but comments will be forwarded to State staff and council members for their consideration. Comments should not include confidential information or protected health information.

If you would like to register to provide oral comments, please mark the correct box on the Public Comment form. Instructions for providing oral comment will be emailed to you. Registration should be completed no later than 5:00 pm, Friday, March 26, 2021. Members of the public may also use the Microsoft Teams Live Event Q&A section during the meeting to submit a request to provide public comment. The request must contain your name and either the organization you are representing or that you are speaking as a private citizen, as well as your direct phone number. Do not include confidential information or protected health information in comments.

Public comment is limited to three minutes. Each speaker must state their name and either the organization they are representing or that they are speaking as a private citizen. Public members who are using handouts are asked to provide an electronic copy in accessible PDF format. Handouts are limited to two pages (paper size: 8.5” by 11”, one side only) of documentation. Handouts must be emailed to SchoolHealth@dshs.texas.gov immediately after registering and include the name of the person who will be commenting. Do not include confidential information or protected health information in handouts. Staff will not read handouts aloud during the meeting, but handouts will be provided to members of the Advisory Committee and State staff. It is not permissible for public speakers to interject or ask questions to TSHAC members during the rest of the meeting.
